Community Info Article: The 3 Reasons Pools Close (and the Plan That Keeps Them Open)

The best way to prevent surprise pool closures is to treat maintenance as a funded, year-round operating system rather than a last-minute scramble.Pools don’t usually close because the community stops caring. They close because the facility becomes operationally unsustainable, and the warning signs were there long before the padlock went on the gate.

At Total Aquatic Programming (TAP), we work with aquatic management teams across the country. Different cities, different buildings, different budgets, but the same three closure drivers show up again and again.

            The 3 reasons pools close

            1) Deferred maintenance turns into an emergency

Aquatic facilities are hard-working systems. When small issues are ignored, they don’t stay small.

A minor leak becomes structural damage. A noisy pump becomes a failed pump. We’ll fix it later filter issue becomes a water-quality incident.

The real issue isn’t that things break; it’s that maintenance isn’t planned, scheduled, and funded.

            2) Budgets ignore the true cost of ownership

Many pools budget for staffing, chemicals, and utilities, but not for the facility's full lifecycle.

When capital replacement isn’t planned, the pool becomes dependent on emergency funding, last-minute grants, or political luck. That’s not a strategy. That’s a gamble.

If your budget doesn’t include maintenance and replacement planning, you don’t have a budget; you have a wish.

            3) Operational inconsistency erodes trust (and revenue)

Unexpected closures, reduced hours, and recurring water-quality issues don’t just create headaches; they change public behavior.

Participation drops. Programs get cut. Revenue becomes unpredictable.

Over time, the facility earns a reputation for being unreliable, and that reputation is expensive.

The easiest solution: a real operational maintenance plan

The most practical way to protect your pool is to treat maintenance like programming: scheduled, assigned, tracked, and reviewed.

A strong operational plan includes four layers:

full facility assessment, lifecycle replacement plan updates, major service contracts, staff refresh training, shutdown/startup planning (seasonal), capital improvement prioritization

This isn’t about doing more work. It’s about doing the right work on purpose before the facility forces your hand.

The budget move that keeps pools sustainable

Operational plans fail when they aren’t funded.

Every aquatic operation should have a clear line item for preventative maintenance and lifecycle replacement, not hidden, not assumed, not we’ll figure it out. A dedicated line item creates predictability, reduces emergency closures, and protects the facility’s long-term value.

A simple rule: if you can’t point to where maintenance funding lives in your budget, you’re one surprise away from a shutdown.

A simple next step for aquatic management

If you want a practical starting point, do these three things this month:

           1.

Build a maintenance calendar (daily/weekly/monthly/annual) and assign ownership by role, not by person.

           2.

Create (or protect) a maintenance and replacement line item in the operating budget, even if it starts small.

           3.

Review closures and near-misses from the last 12 months and identify what was preventable.

Pools stay open when operations are intentional and when maintenance is treated as a system, not a scramble.

The planning and development of an aquatic facility—regardless of scale—is a highly fragile process. It takes very little to compromise a project’s potential to serve the true needs of a school, club, or community. The pitfalls described below are predictable: we encounter them routinely. Recognizing the most common and consequential of these errors—what we call the Seven Deadly Sins of Pool Development—can help stakeholders avoid them.

01: Hiring the Wrong Firms for Project Studies and Feasibility

The planning and development of a pool project of any size is a fragile process. There are a few firms with a strong range of competencies; however, relatively few truly understand aquatic facility design for comprehensive community programming. Even firms that reference aquatics in their name or literature may lack an up-to-date plan or vision for a facility that meets tomorrow’s needs. The firm engaged for preliminary or full feasibility studies can effectively determine the scope and character of the facility—which may reflect current trends rather than the genuine needs of the community.

SOLUTION Request referrals for an Enterprise Plan or Feasibility Study and inquire about current design trends for community-focused total aquatics. Both types of plans or studies may be required depending on the scope of the project and the available budget.

02 Designing the Facility Before Programming Needs Are Established This occurs frequently.

Many designers favor a “cookie-cutter” approach—the more closely your project resembles something they have designed previously, the lower their in-house development costs. Firms will often encourage clients to accept pool configurations that do not align with their goals because the drawings are already on file. Standardization is an admirable objective but rarely yields the best possible outcome. Even when a standard design is technically suitable, clients seldom realize the cost savings they are entitled to.

SOLUTION Define the Temperature, Access, and Depth requirements for each pool your programs require—and hold firm to those programming goals. Do not compromise for budgetary reasons alone; there is almost always another means to achieve what you need.

The design firm must be willing to listen to the individual designated to represent the owner or facility director. Specification language directly determines who may bid on the project and what equipment will be supplied. Political considerations must be removed from this process, and all qualified bidders and products must be given fair consideration. Only then will a project achieve the best value for its investment.

SOLUTION When conducting the search for a design firm, clearly communicate from the outset that all building options must be explored and that bid language must remain non-exclusive. www.totalaquatic.llc

While it can conserve deck space and reduce the building’s footprint, a single pool—regardless of how it is bulkheaded—cannot provide variable water temperatures for diverse programming. Temperature control is essential for learn-to-swim, aquatic rehabilitation, and aquatic exercise, all of which are both valuable community services and financially sustainable programs.

SOLUTION Establish clearly that the building footprint must accommodate multiple pools. In most cases, a separate pool is more cost-effective than a stretched pool or bulkhead configuration.

There is nothing inherently wrong with water slides or zero-depth entry areas. However, these features should not define the facility’s identity. Novelty attractions frequently fall into disuse once the initial appeal fades. Recreational elements should be treated as supplementary additions; the primary investment should support programmable water focused on drowning prevention, fitness, and wellness.

SOLUTION Thoughtful, innovative design can incorporate multiple features within a single pool environment. Diving, slides, spray features, and vertical exercise programs all function optimally at 88°F, meaning a single tank with varied access points and depths can serve diverse needs effectively.

Partnering with a school, YMCA, club, or other organization can be a significant asset to a project. However, it is essential that all parties agree from the outset on their respective responsibilities. Communities that invest in a new facility only to receive outdated programming experience significant frustration. Every program must be developed with a commitment to excellence and safety.

Whenever community resources and public funding are involved, individuals with private agendas will emerge. A strong project leader must be in place—one who can navigate the needs-versus wants process and serve as the champion for quality aquatic infrastructure. This is a demanding responsibility, but it is among the most critical factors in a project’s success. Pool construction is a complex undertaking. Many companies claim modern pool-building expertise yet subcontract the actual construction to temporary workers who lack the requisite skills to execute it correctly.

SOLUTION A qualified pool professional must be present on-site throughout construction. The guiding principle is straightforward: the stamped architectural drawings define how the pool must be built. Any deviation—by contractors or project managers—must be immediately escalated to the pool owners and resolved. A pool not built 100% to architectural and engineering specifications risks non-issuance of an occupancy permit by the State Department of Public Health.

At TAP, we believe saving pools can save lives.

That statement goes beyond drowning prevention, although that alone is reason enough to protect and improve aquatic facilities. Pools also create opportunities for communities to improve health, wellness, rehabilitation, fitness, and quality of life through meaningful water programs.

A pool is not just a facility. It is a community health asset. It is where children learn life-saving skills, adults build strength and endurance, older adults maintain mobility, and individuals recovering from injury find a safe place to heal. When a pool closes, a community loses far more than access to water. It loses programs, prevention, connection, and long-term health benefits.

           Why Pools Close

In our experience, most pools close for three core reasons:

           1. Too Little Income

Many aquatic facilities are under-programmed. They rely on too few revenue streams and miss opportunities to serve more people through lessons, fitness, therapy, team programming, rentals, and community partnerships. When income is too limited, even a well-loved pool can become financially fragile.

           2. Too High Expenses

Expenses rise quickly when operations are inefficient. Poor staffing models, outdated systems, reactive planning, and unclear priorities can all drive costs beyond what the facility can sustain. Without a strong operational plan, expenses often outpace income.

           3. No Preventive Maintenance Budget

This is one of the most common and most avoidable problems. Facilities that postpone maintenance often face larger repairs, emergency shutdowns, and higher long-term costs. Preventive maintenance is not extra. It is essential to protect the life of the pool and the financial future of the facility.

           Pools Need a Sustainability Strategy

A sustainable pool does not happen by accident. It requires intentional programming, disciplined budgeting, and a commitment to maintenance. Facilities that succeed usually understand one important truth: programming precedes design, and sustainability must be built into operations from the start.

When aquatic leaders diversify programs, manage expenses carefully, and plan ahead for maintenance, pools can become stronger community anchors. They can teach safety, improve public health, generate dependable revenue, and create lasting impact.

           The Bigger Picture

Saving pools is not just about preserving infrastructure. It is about protecting people.

Every pool that stays open and operates well creates more chances for children to learn to swim, more access to water fitness and therapy, and more opportunities for communities to stay healthy and connected. That is why TAP remains committed to helping facilities build sustainable aquatic centers that serve people for years to come.

If your facility is facing challenges with income, expenses, or maintenance planning, now is the time to act before small issues become major setbacks.

Aquatic Health Club Initiative by Total Aquatic Programming - LLC

Total Aquatic Programming LLC is excited to announce a groundbreaking initiative to empower aquatic centers to become community leaders in bridging land and water programs. This initiative could transform community safety and health in remarkable ways. Now is the perfect moment to rethink how we conceive, develop, and deliver water programs. Aquatic directors and facility managers, the future is bright. Pools are not just recreational spaces; they are critical for imparting life-saving water safety skills, enhancing overall health through swimming, and creating inclusive opportunities for individuals of all ages who may not know how to swim.

Additionally, pools provide a unique environment for vertical exercise, which is especially beneficial for those with mobility challenges. By fully leveraging aquatic facilities' capabilities, we can ignite a true transformation in community health and wellness! TAP envisions a future where aquatic centers adopt the Aquatic Health Club Model, a visionary approach that will gain official endorsement from Total Aquatic Programming, LLC.

So, what exactly is the Aquatic Health Club Model? It's a comprehensive strategy that brings together a diverse array of water programs under core pillars. These include learn-to-swim programs for all ages, proactive water safety prevention initiatives, exercise programs tailored for all abilities, aquatic rehabilitation sessions, and competitive sports like swimming teams. By implementing this model, aquatic centers can profoundly impact community health and safety, instilling essential life skills, encouraging physical fitness, and providing equitable opportunities for everyone in the community.

Cost To Operate

The cost to operate a typical indoor aquatic center with two pools, each maintaining different water temperatures, could operate as follows:

Monday through Friday: 6 AM to 8 PM (70 hours)

Saturday: 7 AM to 6 PM (11 hours)

Sunday: 1 PM to 5 PM (4 hours)

This schedule maximizes operational hours, delivering 85 programming hours per week from a total of 168 available hours. Operational expenses include costs for pumps, filters, UV systems, chlorinators, chemical feeders, water, electricity, gas, pool heaters, HVAC systems, security lighting, insurance, and other related items. Therefore, we must recover the costs associated with 168 hours of operation through the 85 hours of programming.

A typical USA Swimming team interested in renting the main pool may wish to book it for 4 hours on weekday evenings and possibly 3 hours on weekends, totaling 7 hours of main pool rental per week. The business plan must outline how to recover the remaining 62 hours of operational costs associated with the main pool.

When developing the business plan for the smaller programming pool, it is crucial to consider the specific population that will utilize this facility. The smaller pool, ideally maintained at 87° to 90°F, is a significant revenue generator and has lower operating costs than the main pool. Successful programming plans often demonstrate that revenue from the smaller programming pool can help offset some of the costs associated with the larger pool, resulting in a positive financial outlook.
